this is just an idea i had but not sure if its actually good or realistic. instead of letting scammer prey on only unsuspecting user there could be a crowd funded effort to buy from new/suspicious merchants and see if they are actually scammer. of course this would need to be done in secret by the admin or other trusted people. the results get published that also works as free publicity and transparency possibly making scammer think twice about what they are doing.

there could be a way to donate low % of your purchases which also awards a new badge which is unlikely to be done by scammer.
