scam id like to report, need to get help with where to put on a public report

I got scammed by 'doctorcim'. I paid him 215 euros for products more than 2 months ago, and he still didn't deliver. This guy is trying to avoid me ever since I paid and now I need help with what to do now, where can I report him exactly and what to now? I want to make sure no one works with him and loses money like I did...
