Apologies for the incorrect information.
As for the length of time in Japan required for citizenship
it is five years on a valid visa. At the time I was considering
it it would have been one more year on my marriage visa
to apply. So many long-termers I know in Japan can apply
at any time and then the process itself takes one year.
Being able to speak, read, and write simple Japanese
at a first grade level of a six year old child
is a requirement.

The terms NGOs and NPOs are sometimes used interchangeably
although they are different in recognized status.
People are free to make a group or a club, focused
on political issues or not, and call it an NGO.

As for being able to camp on your own land, there are
no prohibitions. However there are sanitation laws that
would require you to provide adequate facilities for
your waste disposal. IMO, I think that a chemical toilet
properly maintained would be the minimum acceptable.
