Some of you that know a bit about guns may wonder, why stainless steel barrel for a short barrel? Well, if you note this barrel has a very fast twist rate of 1:7. This is to stabilize longer/heavy bullets, +75grn. Works with lighter grain bullets like 55grn as well, but being able to stabilize heavier projectiles with a higher BC means you can get a lot more energy and effective range from the short barrel.

This upper came from a police RRT inventory as surplus from undercover police snipers working in situations like the BLM/Antifa riots. Instead of carrying a long case for a full sized rifle that makes them obvious as police, they can carry the AR under a jacket and take a precision shot at any time. With a QD silencer (not included, obviously), the report while loud, would be quiet enough to not be noticed in the chaos of a "firey but mostly peaceful protest". Unlike something like 300 blackout or 308 subsonics from a bolt action, 5.56 bullets use a thin jacket and long bullets are less stable leading them to fragment/tumble quickly. This leads to good terminal effectiveness but very low overpenetration, making it perfect for LE situations.

Apparently it's a combo that works as the US SOCOM recently adopted a similar configuration using the SIG Rattler platform three years ago.
