He followed the instructions that I gave him, but ultimately wasn't able to get the card because of technical issues from the issuer. I'm disappointed that he gave me one star when I cancelled. It didn't cost him anything to be a tester, and it was a test to see if it would work, with no guarantees of success. It was a potential free card. Now my ratings have been dragged down as a result and I'll have to live with that on my profile. In the future I will be a lot more careful who I offer this kind of job to.

I'll give 3 stars for following through, though, but subtract 2 because of the negative impact on my profile.
