Naturally if someone is labeled as a scammer, they might just make another account and the cycle starts over again. I would assume people would know if they have orders that have issues since the buyer would be complaining to them in DMs about it. For this reason I think scam alerts on the profiles should not be visible to the profile owner and their listings maybe should not even be visible to the general tourist. Maybe only allow people who made a donation to see scam account listings since these people probably have enough sense to judge the risk.
